Site Zone Permit
A Zoning Permit is required prior to the use or occupancy of any land or building, and before the construction, placement, relocation, expansion, or structural alteration of any building or structure within the Town of Ennis. Applicants must complete the required application form and submit a sketch plan or site plan as applicable. All development is encouraged to align with the goals of the Ennis Comprehensive Plan, including preservation of the community’s western character. The Zoning Administrator may refer complex or large-scale proposals to the Planning Board for additional review and guidance.
Exemptions
Certain minor activities may be exempt from zoning permit requirements at the discretion of the Zoning Administrator. These may include routine maintenance such as painting, minor repairs, non-structural landscaping, or similar minor improvements that do not alter the use or structure of a property.
Permit Review and Issuance
The Zoning Administrator reviews all applications for completeness and compliance with Town regulations. If approved, a signed copy of the permit is issued to the applicant, and a record is retained by the Town. If denied, written justification will be provided. Only uses and activities specifically approved under the permit are authorized.
Expiration and Extensions
Zoning permits are time-limited. If work has not begun within one (1) year, the permit will expire unless an extension is granted. Extensions may be approved by the Zoning Administrator for up to sixty (60) days, or by the Town Commission for up to one (1) year upon request submitted at least forty-five (45) days prior to expiration. If work is not substantially completed within two (2) years, the permit will expire and a new application will be required.
Compliance and Inspections
All construction and land use must strictly conform to the approved permit. Any proposed changes must be reviewed and approved by the Zoning Administrator prior to implementation. The Town may conduct inspections to ensure compliance. If violations are identified, a stop work order may be issued until corrections are made or the matter is resolved through appeal to the Town Commission.
Conditional Use Permits
Where applicable, a Conditional Use Permit must be obtained prior to establishing any use designated as conditional within a zoning district. Approval is granted only after review and determination that the proposed use complies with district regulations and all applicable conditions.
