The purpose of a study commission is to study the existing form and powers of a local government and procedures for delivery of local government services and compare them with other forms available under the laws of the state.
Responsibilities of the Study Commission
Review Town of Ennis current form of government.
Communicate with Town of Ennis residents to gather information.
Solicit input from Town residents about current needs and interests regarding public services and functions.
Use the information collected to assess how well the current form of government functions and whether an alternative form would function more effectively or efficiently.
Provide Ennis community with information and education to help understand Study Commission recommendations.
Write a comprehensive final report documenting findings, conclusions, and any changes Study Commission recommends.
Present final report to Ennis Town Commission for their vote to approve recommendations to be on ballot for Ennis voters
A unique provision in Montana’s Constitution is the decennial Local Government Review. This voter-initiated review of municipal and county governments is an opportunity for locally elected study commission to evaluate the existing structure of government and compare it to alternatives structures available under the state law and proposes changes, if warranted, to the local electorate for adoption.
